Using a VPN to play JJK PP and also translating the game I personally do not need a VPN to play JUMP, but some people have been saying they're having issues getting in the game because they are in Asia or elsewhere that the game has not been released in, so, this should fix your problems. Use a VPN such as "oVpnSpider" and you are good to go.
