You definitely can enjoy all the game as a free player but you can have more game feature access (no ads/faster gameplay speed option, etc.) if you can purchase this game to unlock the premium version. And I think its quite fair deal to be honest.

It’s kind of overwhelming at first even with the helpful tutorial and tooltips, with many gameplay elements at play. There are three main infrastructures that you need to balance in order to achieve 100% stability: Civilian, Government, and Military. At start, the different initiatives and projects you can undertake aren't quite clear cut yet, and you will probably have to fumble around in the first few minutes of the game, or even the first few sessions.
