Per fare questo devi costruire le strade di acquedotti che portano dai bacini verso le città per riempire le grandi opere come Anfiteatro, Giardini pensili, Tempio di Claudio,Terme e tante altre. Costruire una città vitale non è facile, ma per fortuna, avrai degli acquedotti che ti aiuteranno a raggiungere il tuo obbiettivo. Se riuscirai a superare tutti gli ostacoli e le difficoltà per ottenere acque per le tue costruzioni, la città sopravvivrà e vincerai il gioco.
