this sounds too complex imo the best way to do this would be the way seven deadly sins grand cross did and make a system that allows u to reroll the sub stats and main stat of the equipment.

in honkai there's a way to reroll the substats of your stigma (basically artifacts in honkai except you have 3) + every stigma has a specific main stat to it so if we were to applicate this same system to genshin it would be like a set of artifacts that focuses on def will only have DEF artifacts and the substats can be rerolled.
