First of all, the “Arknights” EN official prepares to open a CBT on 26 December. The enrollment for CBT have already closed on 19 December 24:00 UTC -7.

*Data will be deleted when the CBT is over. In-game top up is also unavailable during the CBT.
Previously, only 1,000 players were stated to be able to enter the CBT, but it has now increased to 5,000. Invitations will be sent via email on 24 December (UTC -7).
However, don't worry if you miss out the CBT, the official also indicated that OBT (Open Beta) is coming soon. The game will be first available in United States, Canada, Australia, New Zealand and European Countries.

since official did not mention region blocks for CBT, i cant answer you can or cannot. but you can try if you are selected
