How would the world be if ruled by a clown?

A world ruled by a clown, but a lot more progressive one. You get to build a city. All are dependent on the currency known as honks. After colonizing enough one planet, you get to unlock other planets to start building a civilization there again. The more buildings you have, the more honks you can produce. Logging in every day also gives you plenty of rewards.
