Because I feel that this would change the way I think and my understanding of the Neighbor as well as the player. As the player is being curious of the Neighbor, the Neighbor is secretive and mysterious and hates his past. The Neighbor has faced events that people would be very sad about, so the Neighbor could do what he does out of depression. Or maybe he does it out of anger, or spite, he is still doing it and it must be for a good cause. Maybe even the reason why he's a mad man but, the player is breaking into his house but if I was the Neighbor, I would have called the cops, the Neighbor is just a old man with a dark past who wants a kid that broke into his house to leave. But here is one reason Act 2 doesn't make sense, he catches you when he sees you, then why build a giant fence around your house that you want nobody there in the first place??? Now that makes no sense, but anyways, back to what I was saying, the Neighbor is secretive and smart yet violent and hostile. Let's just say this, the Neighbor says I may be old but I ain't that old to give these hands, bring that ass over here boiii and get dragged out my house.
