Ah, its a bug. I believe that that circle around you is your hitbox. I don't believe anyone is cheating because it was triggered by not only the Ruby but the Mark as well. You're not suppose to see that, I guess that kind of puts it into perspective of the current state of the servers.
i would say it's a bug i have came across alot of bugs were certain characters tend to bug out with their weapon. I have also came across character voice bugs as well if anything you can say there is alot of things "broken" in T3 at the moment.
