I like them both. Hi3 : Expensive game, rate drop for new character is quite low, less characters variation (just same name but with lots of versions), characters are tanky (don't get knocked out/down easyly, unless by specific heavy attacks.). PGR : Less expensive, rate drop for new character is bearable/medium (doing 10-pulls always get a character, atleast), upgrading character is not as complicated (just per-5 level a character can be limit-break, beside level you also have to finish/completed specific stage), in JP version characters variation is still few considering is still in 1.9.0 (where latest I've seen is 1.17.0, where the NieR collab might be happening) but its less of variation is ok since its only differenting them in rarity (B, A, S), characters aren' too tanky, feel more natural. (Maybe) or if you want the short version, I like PGR more, ha~
