I FIGURED OUT HOW TO GET THE UPDATE though I'm not sure it'll work for all it's a simple 2 step guide

1.delete pgr no Twitter account needed

2.Go to your libary in Google play and install the game

Btw you'll get ur progress back I got mine back w/o twitter account but I'm not 100% certain this'll work for everyone but I know most people dont have many options though but it's a 50/50 chance because I did this and another person so glad to everyone using this.
