In “Sanguo’s Ambition 4: Three Kingdoms”, policy is an important content throughout the game. Choosing the right policy may ultimately affect the direction of the entire game.
In the current version, policies are divided into 18 common policies and 11 special policies. Except for randomly choosing one of three special policies at the beginning, the remaining policies need to be obtained through city construction and monarch upgrades.
Each time the monarch level is increased by 1, three common policies will appear randomly for players to choose from, and any one can be chosen. When the monarch level reaches 4 and 7, special policies will appear for players to choose from, also one can be chosen, and special policies will not appear at other levels. After a player chooses a common policy, continuing to choose this policy will increase the policy star level, up to 5 stars, while special policies are fixed and cannot be upgraded.

- Peaceful Essentials: Sub-city increases reserve limit by 10000

- Encourage Trade: Each level of policy increases market effect by 20%
- Promote Water Conservancy: Each level of policy increases village effect by 20%
- Everyone is a Soldier: Each level of policy increases barracks effect by 20%
- Strengthen Arrow Towers: Each level of policy increases arrow tower attack power by 20%
- Strengthen Walls: Each level of policy increases wall durability by 20%
- Military Reform: Each level of policy increases reserve recovery speed by 20%
- Infantry Training: Each level of policy increases infantry attack and defense by 5%
- Archer Training: Each level of policy increases archer attack and defense by 5%

- Prepare for War: Each level of policy increases all troop attacks by 5%
- Military Equipment Improvement: Each level of policy reduces all troop damage by 5%

In each game, because policies are randomly generated, and players can only choose nine policies to issue in each game, different opponents will face a variety of situations when facing different choices, which may directly affect the key to victory in the early, middle and late stages. Because the effects of policies complement each other with various modules in the game and influence each other, accurately choosing suitable policies may have a reversal effect in adverse situations due to early layout.
