Hey this might help I Didn't delete my Dragon raja. What i did is I downloaded an xapk of the latest dragon raja sea version on the site apkpure. (Don't delete the current dragon raja on your phone) after that I installed it and what happen was the apkpure version overwritted the current apk on my phone and after that it was all good I can play again. What i speculate is the updated version of dragon raja sea in TapTap wasn't for SEA at all that's why the license was wrong and can't find the resources always shows.
