I was also stuck at 1.1 GB but I tried some of my own tricks here they are

1.When it starts to bug the download percentage (back-forth) then I would first force stop the game and clear the cache only( don't clear the storage). Then I would start the game again and sometimes it would start going ahead.

2 .If the first didn't work then try this when the bug starts then force stop the game clear the cache connect to Canada and start the game if the download starts moving ahead then keep the VPN connected if the bug continues then disconnect the VPN during the download then it might start going ahead .This one worked for me.

3. If both didn't work then force stop the game restart the game this can also work.

4.And for some reason when I was using wifi for downloading it was bugging but when I tried with my mobile data it didn't bug out the download%.

5.So if you are also trying with wifi try your own sim data( no hotspot).but if you were trying with mobile sim data try with hotspot. This was the best solution for me.

6. The reason for this bug can also be that it has been putted by the devs them selves to stop other regions players from playing it.
