Is the Server Closed already??

I can't play multiplayer... It's always says "out of order" Or something like that... And when i play alone i can't do anything besides just looking around... How to play?? Also the game size just around 100mb, and there's no data need to download anymore... Is this a fake game or something?? Enlightened me please...
