When you see a "global" game, simply think of it as the EN version of the game. With all the different laws in certain countries, theres no way a game can ever be available all over the globe. Also, dont forget that Japan always have their own version. As long as theyll keep doing that, there will NEVER be a real global game.

genshin, honkai impact and star rail, onmyoji from the old days, are some of of the true global game that i know of. it just the developer doesn't care enough about these small countries player base to make an effort to try to publish their game to these countries

in global release, developers are meant to release games that have been permissible to launch for certain countries only. it may not sound like 'global' release but they can't do not much when they are denied for authorisation to publish by the administrative of those regions. like I'm from India, and alots of Chinese apps are banned and can't be used here (like we chat, pubg, blood strike, and ofcourse tiktok) due to plenty of reasons. So, don't blame the developers for something they can't do about it.

well they can always abide to these countries rules and laws on publishing games and apps, but they don't because they don't care about the player base and gaming community of these countries that much

What is this bozo waffling about, blud what 6 day old pic you pulling out your ass, after literally 2 days later this issue was fixed it wasn’t a fault from the developers or anything like that, it was an issue from the Apps that were allowing downloads for WUWA and this was fixed 2 days later it was reported, do a little research and than yap.
