for this you need to use vpn. Just follow these steps: 1. Download vpn for singapore. 2. Go to setting and delete all data from Tap Tap (not just cache) 3. Turn on vpn and open Tap Tap, search PGR but DON'T download it yet. 4. Turn off vpn, go back to Tap Tap and download. If you cannot update the game, do the same thing.
