A Honkai Impact 3rd page appears on Steam with a scheduled release date this October 🤔 The supported languages include English, French, Germany, Simplified Chinese and Japanese (full-audio).
Honkai Impact 3rd did have a PC version with its own launcher. However, it never appeared in any stores.

Shame it's not still available on pc or on Ps4, I want to play but the constant tapping hurts my wrist more than a controller 🙁
