I've played FGO, Genshin, EpicSeven, Tower of Fantasy and Arknights to know how generous PGR is (tho Arknights is also very nice on new banner in 10 pull guaranteed 6*/5* spook? sheeeeesh yes please.)
Free S rank selector at the start of the game for new player with a decent characters to start off with.
PGR has the most generous gacha system, you can pull whatever character you want including their weapons without being under pressure that they might be gone until their next rerun.
Pitty select what you want at guaranteed 60 pulls on special character banner.
Pitty select for standard banner what A rank you want at 10 pull and you get random S rank at 60.
Weapon is not guaranteed but you don't need to do 60 pulls to get to guaranteed it's 30 instead and you can get spooked by specific type of weapon that you have selected along with 2 off rate ones that can be used to upgrade any other 6* weapon (No you don't need a copy to make it r5 like on Genshin.)
Memory system is RNG tho the resonates can be changed by another memory copy into it. For endgame purposes Red USBS that are obtainable for f2p by Warzone Shop which you can select what you want on them to bypass RNG.
You can farm 4* and 5* (A/B) rank characters for free without needing to gacha for them to get copies (tsk tsk genshin)
The skins that f2p players get are way too good to be given for free and some come with even sounds, animation and skill effects changes for FREE.
This might not fall udner the category of generous but it's worth pointing out that you can main any character you like and use it for xyz content and still be satisfied as long as you're good with it, PGR is not gated by meta that much you can pretty much do better than p2w player as PGR is skill based game.

I don't hate genshin, I just think it's unfair towards their player base with their rng artifact system and gacha.

You're ridiculous in giving a review about PGR... It's not generous in giving those R&D tickets enough for one multi. you can only get s rank construct at the beginning and later through spending money on gacha. It got good hack and slash combat skills... but not so generous in gacha system.

Skill issue unfortunately, for the past 6 months i got every single S rank + signature weapon without paying for anything, just get gud at managing BC

Author likedEven playing PGR daily I would say that the most generous game I have even played is Azur Lane, because they make money with skins the more waifus u have the more motivation u have to buy skins for then.
