MULTIPLAYER:
-TorchLight Infinite is currently a solo story where you progress through the game alone, exploring maps without running into other players. Weather that is good or bad is subjective.
-Current interactions are only when in town, or in the the chat will you be able to interact with fellow players.
-TorchLight Infinite has been confirmed to later implement co op gameplay in the future. Just not in Season 1, however Season 2 does not have the feature either. It can be speculated that Season 3 will have that instore (not confirmed)
P2W: The game offers a few options that involve micro transactions with Primocryst (The game Premium currency) which only has one benefit that free players can't exactly use as often, and that's when it comes to PactSpirit summoning (Slight Endgame edge) however Insight Crystals are a currency that allows players to summon PactSpirits. Insight Crystals can be earned through gameplay (No funds required).
Heroes can be purchased with hero points, which can be earned completely free by playing the game, or obtained faster with a premium transaction (Like Warframe) Either way all players can obtain any character for absolutely free.
P2P:  Pay-to-Progress: The game gives players the options to progress slightly faster by using the premium currency, however this does not benefit players who spent money to an unbelievable degree such as Diablo Immortal. The player spending option is due to the company needing a way to monetize the game without the presence of DLC, Premium/Monthly Subscriptions or Advertisements. however this again does not make the game Pay to Win, since there is nothing that can be obtained by money that can't eventually be obtained  through basic gameplay. There are miniscule power creeps between F2P and P2P players. Gear has to be farmed, or traded on the market among player for a farmable currency.
NOTE: The current meta changes with seasons, and updates time is the most essential currency
LASTLY: As for content the game has just got out of beta for a few months, there are various maps, and a short-medium length story to play so far. The endgame is the main focus with higher difficulty maps, and a lot of grinding those maps for resources you want, which can feel repetitive, however the game is only in it's 2nd Season so that is to be expected. More content and features will be released for the endgame players due to the endgame being the main attraction of these types of games, and what attracts the player base the most.

This IS p2w unless it changes its pact system. You can calculate how much faster you can earn FEs with legendary pacts.

Hi, I understand what you mean, however all players can acquire the same pacts with or without spending. Using money does speed up the process/ rules out the reliance of luck. Nothing is locked behind a pay wall. Also the game is PvE not PvP which i believe PvP would be more of a P2w issue

As an ARPG similar to Diablo and Path of Exile you’ll build a character as you slowly progress toward getting better and better gear. There are several classes to choose from in addition to several subclasses within each one. The possibilities are almost endless. There isn't too much in the way of ads/monetization if you can stay away from optimal min-maxing and for that I am pretty thankful. It is an incredibly enjoyable experience for fans of the genre. The game is separated into seasons with each likely adding some persistent event to the core gameplay which will allow you to create a new character upon its completion and the start of a new one and your current character will be transferred over to a permanent season. However, there are two big things to note. The first is that it is an absolutely massive game at 6+ GB meaning that those that have limited storage capacity should beware as there are also regular updates. The second thing that I would have liked to have seen was from the start access to a hardcore solo self-found mode. This means that if your character dies then they are permanently dead and there is no access to items behind a shop. This plus a bit more difficulty would have made it a must play.

For a game of the  Torchlight franchise, Torchlight infinite, as the newest title in the series, offers an surprisingly high amount of complexity &game depth,and that's a good thing. especially after  the absolutely disappointing &underwhelming Torchlight 3, I lost all interest & hope for this franchise back then. And then came Torchlight Infinite, and it lit up the 'spark' again,so to speak.[...]
