Short answer is Yes. Are they the most generous? Let's find out.
While trying to find the most generous gacha game available, Arknights is one of the titles that are often mentioned by gacha game players. So, I decided to try Arknights(as well as some other games) and I'll try to do a detailed math on how generous they are.
This math includes how many pulls they give, how likely you are to get a unit, and considering the amount of dupes needed.
If you don't know Arknights, it's basically a popular gacha title, one of the most successful one. Not a big fan of the story but they gameplay is great. The gameplay is basically tower defense, their maps are very well designed.
Characters are mostly girls with animal ears and some furry dude too, I guess. The design is just stunning- does not apply to all but they have many great ones. This one below is my favorite girl, Penance :

Now moving on to the math.
This is what you will get naturally by doing daily, weekly routine and stuff :
Almost 29 pulls per month. Not a bad number. But for natural income this is actually on the low side. Fear not, because they give more from events.
If we include most pull source from event from the last 1 year here is how it goes :

Close to 700 per year, for F2P and this data still exclude pulls from gold certificate in shop. This games allows you to buy a character or more pulls. You get the gold certificate from pulling and using recruit feature which is just their other gacha system but without using pull tickets(no pity though). The rates of getting this gold cert is super rng and depends on how many pulls you've done. Assuming you're a new player in a year I predict that 38 pulls pack from distinction store for a total of 258 gold cert 4 times. So at least 152 more pulls for you. That 338 from events based on the last one year though, future years may not be exactly the same. Could be less could be more.
This one below is the collection rate. How many n% of new units you may collect in a year in this game.
71,2%! And average player may get 8-9 rate up unit a year here.
Look, you will not get this many from say any hoyogames like Genshin or HSR.. And surely not in FGO. This is of course, just the math for average luck. Yours might be better or worse.
The game has good soft pity system, it increases your rate after 50th pull, and 99th pull is basically guaranteed to get you a 6*(with 50% chance of that being the featured character).
The downside of their gacha system is that normal debut banner will not have guarantee, so if you have bad luck you may keep on losing that 50% chance. Limited banners have 300 pull guarantee but your odds when getting the rate up limited when getting your first 6* is effectively 35%.
They release limited units 4 times a year(excluding collab units). In spring festival, Chinese new year, half anniversary and anniversary. They seem to release about 12 units per year including those limiteds.
Thankfully the game is not dupe heavy. In fact they are so bad compared to the one other gacha games usually gives. One copy is enough in Arknights and this is great for F2P and small spender.
However, the game have a worrisome powercreep issue. But hey, you can clear contents without them, just need better strategizing. You can also borrow your friend's unit.
It's worth noting that the numbers above assume that you will use Originate Prime that you get from first clears of events for pulls only. But guess what? You probably don't. Why?! BECAUSE YOU CAN USE IT TO PURCHASE SKINS. Their skins are basically free, all you need to do is to save this currency wait for them to appear in shop.

The main reason why Arknights might be the most generous gacha is not just the amount of pulls they give. It's also about how skins like those one above available for free to you, no need to spend any real money. You don't usually get that in most gacha games.
Is it worth playing?
You already know how generous the game is. And you know a bit about the artstyle already. Gameplay is not for everyone for sure, TD is very niche and it can be hard (just watch tutorial on Youtube if you struggle). The time investment is around 13-18 minutes for daily depends on the stage and the team, and you do this twice a day. You can leave the auto play while doing other thing, I guess. This game can also run on older device. That's another plus.
Having played the game for several month, I say it's an overall great game. Highly recommended if you love TD, and anime girls(and boys) with animal features.
Will I keep playing? Likely not, I have other games I want to try in near future(Heaven Burns Red comes in mind). AK is also not my main game and the time investment does not make it a good side game.
