Which stage of Pikachu do you like the most?
We all know that Ash's Pikachu has never evolved into Raichu, but why? Regarding this question, the official answer has been given twice through the animation.

The main reason is that Pikachu is the most iconic, must known pokemon to date and Raichu while having its charisma its nowhere near to that of Pikachu, they did the right thing by adding the necessity of the stone and the will to evolve. In the most recent anime: Pokemon Horizons, The pokemon company goes deeper into evolution. It happens in very specific moments when it is needed to fullfill a desire the Pokemon has or as a result of a constant practice the Pokemon does with a passion. In one episode it is said Mankey evolves into Annihilape when holding and acting from constant rage, being the emotion of rage what triggers the evolution. In that same episode Hatenna evolves into Hattrem from her desire of stopping the monkeys from fighting. In a more recent episode Quaxly evolves into Quaxwell because he been practicing footwork and mimicking the other pokemon moves to a point and a passion that triggers the evolution. The above examples serve to show how the pokemon company is shifting evolutions towards triggering events after the pokemon pursues a dream or necessity, it happens from desires that been gestating and culminate with evolution, this way Pokemon don't have to learn to use their abilities but rather is practicing the new abilities before evolving and acting in a way that demands the evolution what triggers it
